Two interviews were conducted to establish the standpoints of professionals on the state of the partnership between the government of Brazil and the private sector. The partnership has been in negotiations to bring the two disputing parties into agreeable concessions that would assist them to meet their common agenda. According to the two interviewees, president of Trata Brasil, Edison Carlos, and Felipe Montoro Jens, a specialist in infrastructure projects, both the government and the private sector are critical stakeholders each with their unique contributions. The two had different standpoints on how the concessions should have been reached at, but both agree that the collaboration was necessary to reduce water wastage and improve the economy of Brazilian citizens.
The Brazilian government decided that it would be liaising with the National Bank for Economic and Social Development (BNDES) in an initiative meant to reduce the waste of water. According to Edison and Felipe, the call to entirely privatize basic sanitation was unreasonable since the people had never been able to afford the services. He asserted that the government, though struggling with the mandate, had always financed such services up to 90 percent and could not be wished away. His suggestion was that a partnership is struck between the paying government and the private sector with the means, capital but no financially viable market. He also added that the private sector would also require some expertise, oversight, and authority from the government to sustainably and efficiently service the Brazilian people.
Felipe Montoro Jens is the Chief Executive Officer of Energizer Captacao. Previously, he was a director at Braskem S.A, and a board member at Concessionaria do Centro Administrativo do Distrito Federal for a while before being elected the board chairperson. He was also a director at Santo Antonio Energia when he served there.
He is a finance professional with vast knowledge and experience in both finance and investments. He has dispensed his services to the people of Brazil both at private and public capacities accumulating various successes in infrastructural growth for the people. He advised the government on its partnership with BNDES since he wished that waste levels in the provision of sanitation for the people.
