Initiatives to Improve Water Management and Service Delivery in Brazil

Published Post author

The Brazilian government recently announced initiatives aimed at strengthening the water and sanitation services. Felipe Montoro Jens, a management specialist based in Brazil, shared his thoughts on the on-going debate. Government agencies provide the bulk of water and sanitation services. There has been increased efforts to make the services available to more people and improve service delivery. The water agencies are struggling to realize value for their infrastructure investments mainly due to water wastage.

The concessions will improve basic sanitation services. This is through better institutional management, infrastructural management, and revenue growth. The government has proposed a framework to enable public agencies to collaborate with private sector stakeholders to reduce wastage and improve service delivery. Experts note that it is possible to get more out of the existing infrastructure. The public-private partnerships will leverage the strengths of the individual sectors.

The government agencies have the infrastructure and roadmaps in place. They also have an in-depth understanding of the local requirements in the various regions. They can customize action plans to suit a particular location and its needs. The private sector has access to resources such as funding and technology. Felipe Montoro Jens notes that water wastage has contributed to the loss of revenue. The private sector can assist water agencies to achieve efficiency using technology.

Infrastructure and technology improvements will also attract more investments to the sector. Water agencies require funding to expand sanitation and sewage networks. Utility agencies must also align their product offerings with the needs of the citizens. Their success should be evaluated by looking at improvements in service delivery and the efficiency of their infrastructure.

Felipe Montoro Jens believes the proposed concessions require refinements in budget projections and monitoring plans. Clear contracts are crucial in enabling transparency and accountability. Felipe has extensive management experience. He has held executive positions in highly successful companies such as Enel, Tenenge Holdings, and Enron among many others.

In the world today, the standard measure of success both individual and organizational has been the achievements and award received. Since this is true, to better appreciate the efforts made by an individual in a certain sector, it is best to break down this wide component further down. When celebrating Flavio Maluf and his contribution in the industry, one key factor I tend to focus on is his diversity.

Flavio Maluf is one of the most celebrated business executives in Brazil and the current President of Eucatex, the world’s leading producer of eucalyptus-based products. Taking up from his predecessors Mr. Maluf’s industrious nature has seen the company grow and expand its presence to a number of countries and continents. This has not been easy, but nonetheless, Flavio Maluf has been able to smoothly pull it off.

Diversity is one quality that has helped Mr. Flavio excel in the industry. Before assuming the top leadership post, Flavio Maluf worked in different capacities in the organization. In 1987, Mr. Flavio joined Eucatex and worked in the trade departed. Some of the duties that he was supposed to handle in this capacity included overseeing the company’s trade operations in the industry and helping to organize for finances. After working for a couple of years, he moved on to the operations department. With the company’s operation, being to produce wood related products Flavio was able to learn a lot during his time at the department.

Despite Eucatex being in operation for a long time in the industry, Mr. Flavio has been able to embrace state of the art equipment hence being able to integrate them into the company’s operations. Thanks to this Eucatex has been able to diversity into two industries namely the furniture industry and the construction industry. A Private and Public Collaboration for the Public

Published Post author

Two interviews were conducted to establish the standpoints of professionals on the state of the partnership between the government of Brazil and the private sector. The partnership has been in negotiations to bring the two disputing parties into agreeable concessions that would assist them to meet their common agenda. According to the two interviewees, president of Trata Brasil, Edison Carlos, and Felipe Montoro Jens, a specialist in infrastructure projects, both the government and the private sector are critical stakeholders each with their unique contributions. The two had different standpoints on how the concessions should have been reached at, but both agree that the collaboration was necessary to reduce water wastage and improve the economy of Brazilian citizens.

The Brazilian government decided that it would be liaising with the National Bank for Economic and Social Development (BNDES) in an initiative meant to reduce the waste of water. According to Edison and Felipe, the call to entirely privatize basic sanitation was unreasonable since the people had never been able to afford the services. He asserted that the government, though struggling with the mandate, had always financed such services up to 90 percent and could not be wished away. His suggestion was that a partnership is struck between the paying government and the private sector with the means, capital but no financially viable market. He also added that the private sector would also require some expertise, oversight, and authority from the government to sustainably and efficiently service the Brazilian people.

Felipe Montoro Jens is the Chief Executive Officer of Energizer Captacao. Previously, he was a director at Braskem S.A, and a board member at Concessionaria do Centro Administrativo do Distrito Federal for a while before being elected the board chairperson. He was also a director at Santo Antonio Energia when he served there.

He is a finance professional with vast knowledge and experience in both finance and investments. He has dispensed his services to the people of Brazil both at private and public capacities accumulating various successes in infrastructural growth for the people. He advised the government on its partnership with BNDES since he wished that waste levels in the provision of sanitation for the people.
